Who expected the Spanish Inquisition?

My sources tell me that nobody expected the Spanish Inquisition as their chief weapons were surprise, fear, ruthless deficiency, and a fanatical devotion to the Pope. But I'm doubting this. So who expected the Spanish Inquisition?
