How do you use the Condition Zero mod with the Counter strike 1.6 Non-Steam by New Era?

I tried extracting the retail version from its GCF file along with the models GCF file, and running it by adding "-game czero" to the shortcuts command-line. it works sorta but the bots wont spawn. Any suggestions??
