My dog still wont go to the bathroom outside!?

My English Setter who is 5 months old still wont go outside.He pees occasionally when he really has to go,and when he almosts poops on the floor I take him outside and he dosnt go even if im out for 15-20 min!He has a crate but hes peed in it twice!Its the perfect size.We even took his poop outside so he could accociate it with pooping outside but he wont.We cant afford to tak him to a trainer so what can I do?He also goes potty on leash scence we live by the street.
