Are the 'tech specs' everything that goes into a PC?
When you look at the "Spec" on a manufactures website ..keep in mind there's a lot of "advertising hype" as the company wants to present there product as the worlds best! you need to look up independent testing sources to get the truth. Generally you get the necessary spec. which you can also get from a distributor too. The minor nuances can generally be ignored. look at bench marks, reviews by reputable organizations for the real "skinny" on a component. Having some one locally build a machine for you isn't always the best idea...they may charge more than they should or substitute parts on you. Like anything else..only deal with REPUTABLE business. Generally, doing it that way will cost more than you could buy a ready made machine from places like Cyber power. You may not get everything that matches a "website build" as some places can get equipment that is not readily available to the general public yet or the manufacture knows an article is being written using their product so they may "tweak" it before sending it to the person doing the testing for the article. Just remember..."All that glitters is not gold." You need to dig deep to find the truth.
